The migration communication system second generation (2G) is Global System for Mobile Communication (GSM) into communication system third generation (3G) who know as Universal Mobile Telecommunication System (UMTS) that for overcome limited amount GSM channel for users service. In UMTS network planning, coverage and cell capacity are two variables connected each other. Knowing, size coverage and cell capacity, the third generation network can more optimal and increase the quality of service for user significantly.

Degraded cell coverage is based on calculation uplink budget to see maximum allowable path loss (MAPL) think over environment and propagation model. Meanwhile, cell capacity can be obtained by load cell permitted in system.

According to calculation result uplink budget for limitation coverage with load cell 60%, has MAPL value 136.603dB for cell radius of urban area 1.76km and suburban area 2.685km. Increasing load cell, then increasing amount user too, and decreasing cell radius.
